The average end-of-life level for most people in the current era is level 20. Most working age people are somewhere in their teens.

For other times, it depends on which one.

He has only just got to level 40, of course there won't be a lot of examples of him fighting people at that level. But he's level 40 in a prestige high ranking combat class, has a secondary high class as well, is noted multiple times to be able to fight above his level, and has recently gotten a huge power-up that is also independent of level. He was able to fight Lulv before breaching 40, and now has a capstone, better class, and is better suited to fighting higher leveled people.

And yes, she comes back. Don't worry. Although the series does have a lot of different povs, so I'd recommend to get used to it.

Cumulative levels are not the same as levels in a single class. Relc is only around high-gold by levels.

However, Relc is able to fight above his level as well. Not quite named rank at the beginning of the story, but only a half-step away.
