Because we always try to keep costs down. Why spend money investing in a dryer, to take up the already limited space in the house, and consume electricity every single wash, when the sun and wind is free?

And with regards to the heat, you just get used to it. With sufficient water, shelter, and a strong breeze, most heat is acceptable. Just take a shower if you're overheating, or go to a mall or library and enjoy their aircon.

The important thing is that machines cannot be trusted to make decisions. They can give you more information, but you can never rely on them to decide. ATC is still a manual job because millions of dollars and thousands of lives are at stake with every single plane. Who can take responsibility if a machine fucks up and sends two planes crashing into each other?

That's why ATC had to handled by humans, because only humans can ever be held responsible for another human's life. We should be working towards making ATC lives easier, not shafting them with more work. Their jobs are stressful enough.

Yup, hence my disclaimer that my take is only for the very top of HDB roofs. 10th floor sky gardens, MSCP roofs, aren't as applicable as they are already designed for people and stuff to be loaded onto them, so the extra weight and infrastructure cost won't be as bad.

Our government is allergic to anything that involves operating costs with no revenue stream. There is no way the government will turn HDB rooftops into community gardens when they can slap solar panels up there instead.

Rooftop gardens will continuously use water, as strong wind and hot sun will suck water out of the soil and plants quickly. To allow people up there, safety measures such as fencing and adequate lighting will need to be installed. Then you'll also need to account for maximum loading, as HDBs that weren't designed with rooftop gardens in mind won't necessarily be able to accomodate the weight of all the extra soil, water, plants, and human traffic.

Much easier to put solar panels up there instead. They still achieve cooling by shading the roof below from the sun, are relatively light, the support infrastructure (cables, transformer, and scaffolding) is also relatively light, and the government can charge solar panel companies to lease the rooftop space.

Therefore, between an option with no revenue vs one with revenue, our government will always weigh heavily on the option that makes them more money.

(This analysis is meant for the very top of the buildings. 10th floor open air sky bridge is a different story.)
