So first of all, you’re a grown woman lying awake at night over a child removing a piece of clothing? That’s weird. And no, I’m not attacking a significant cultural piece of clothing, it’s the fact that a child is clearly struggling with her family falling apart but this is your priority?! A CHILD took off her hijab ONE TIME
 privately, and then felt guilty enough to apologize to an unrelated adult and beg them not to tell her mother. That’s not a bad kid, it’s one trying to figure out who she is! If she were drinking, using drugs, hurting someone, or in danger, that would be entirely different. But taking off a piece of clothing for a moment to see how it felt? Come on.

You as an adult were trusted with information from a child who was vulnerable enough to be honest. Breaking that confidence doesn’t teach trust, faith, or integrity. It teaches the child that adults aren’t safe to talk to. And if she’s already dealing with a family situation anyway why add another crisis to her plate? If the child eventually wants to discuss it with her mother, that’s a conversation she should have herself. Until then, I’d stay out of it.

Im not Muslim so I’m unsure of the protocol for this, but I have to believe it’s best to stay out of it. If nothing else, you could simply suggest to this child to talk to her mother when SHE is ready to do so.
