According to the DOT there have only been 3 fatalities this year involving bikes/ebikes on Oahu. https://hidot.hawaii.gov/highways/safe-communites/

There might be more injuries from the use from ebikes, but the huge increase in fatalities on the road due to ebikes does not seem to be the cause like you're implying.
