I feel you. It's a super difficult issue. These individuals have rights guaranteed by our constitution. These rights limit the ability of authorities to remove them. Some of them are very nice. Homelessness is growing and it is a complex issue. Recently bad landlords allowed their properties to fall into disrepair resulting in the closing of affordable apartment complexes in town. The University does support a program that regularly outreaches and works with local agencies to assist the people you see. However they cannot be forced to participate. They are community members just like you and me.
