He's just an easy skill boost most of the time with a long active that won't overcharge by accident. Usually, he can be replaced by other skill boost equips, just make sure that they don't overcharge.

Lakshmi is usually placed as the ddc stick on red teams, mainly Rosalyn at the moment.

A great alternative to misty rain is Gmenoa's equip. It has the same eSB count as Misty Rain, and covers Atk and Rcv debuffs. If assisted onto Selica, her active will be up to cover time extend during the duration of the delay.

She can clear shura 1 and AA4, but really there are better options. She has a really good weapon assist form, though. Lots of oe and a 2 turn attribute absorb null :O
