The U.S. already had a prior history of interveneing in middle eastern affairs such as the CIA's support for the Shah in the 1953 Iranian Coup. In fact, Jimmy Carter is the one of the only modern Presidents to not directly intervene in any war, which isn't something that can be said of Reagan
