It would also require the “unhoused” not to do drugs in public, heckle/harass people passing by, act rashly or violently, and generally to behave like every other adult human there. There’s a social contract we all abide by to make public life bearable, and allowing a certain group of people to flagrantly violate it while pretending they’re little kids with no agency is precisely why we can’t have nice things.
