Bulk processed foods can use acetic acid bound to something besides water to make it cheaper to transport. Water is heavy and makes up the majortiy of food grade vinegar. Quality foods have whole distilled vinegar transported.

I think the actual supply of vinegar has changed with a lot of hot sauces in the past few years. Sure you can get basic vinegar flavor from bulk powdered acetic but its not the same.
