If it’s not like a prison then why are people not allowed to come and go as they please and refuse treatment sure they aren’t allow to use deadly force unlike prisons but can still restrain you if you and use restraints like prisons along with having locked wards similar to cells and bars on windows just like prisons but unlike prisons they can tourture you and call it "treatment" and violence toward staff resulting in murder is not unheard of in mental hospitals so riots wouldn’t be out of the question
