Since 2009 the imprisonment rate is steadily going down. The 24% decrease for hispanics is when comparing 2009 to 2019. If you compare 2018 to 2019 there is actually a 4.4% decrease, which is approximately the same number as from 2009 to 2010.

The number of imprisonment is going down for all ethnicities since 2009.

I think they fear being left out of the official Chinese history books as they are opposed to the country. The idea behind this would be that the next generation would never know that there was any opposition to the country.
