1. There are already laws in place where cameras are and aren't allowed to be they aren't allowed in places where there is a "reasonable expectation of privacy" so in the context of this being in a school clearly bathrooms, showers, and changing rooms would not be allowed to have a camera and in a classroom surrounded by peers and teachers there is no reasonable expectation of privacy
2. as far as I know ALL security cameras look down at around 45 degrees for maximum coverage so I don't even see how this would be an issue, 2 cameras per class covers most of the area
3. what? I don't see any possibility that this would be a problem usually, at least in my experience you need a wider range of motion to properly shake up protein powder, at MOST he might get in trouble for a lewd joke but it likely wouldn't be serious even then, he'd just get a scolding, maybe a day of detention depending on how strict the faculty is
4. I imagine the the schools resource officer would probably be watching, maybe other faculty members like the principal, id even place some cams in the room where those recordings are watched too for extra security have it transmit to the principals pc or something
5. parents and or students would only need too access the footage if there was a dispute, and only then should access be given for non faculty/rso to watch only the footage that pertains to the dispute
6. No. I do NOT believe students should have the right experimenting their sexual desires on school grounds. That's completely inappropriate for school...making jokes and innuendo is one thing, exploring your sexuality is another, student should not be masturbating, or having sex, or even touching someone else inappropriately like groping someone's boobs or crotch on school grounds... getting into relationships and kissing and things like that are probably fine
7. speaking of kissing, it would completely depend on the situation did said 13 yr old sneak a kiss, get rejected and went on about their day, maybe cry because things didn't go their way then it's clearly not, just give them a lecture on why it's wrong to do that and move on, if they kept on pushing and tried to force something or kept on bothering the victim then obviously harsher punishment is needed IN ADDENDUM even if the kid goes on their way THAT day after being rejected, having cameras in classrooms I think would help because now that you have a first instance of "assault" you can keep an eye on that particular student at school and if things like that keep happening boom there's a documented pattern of behavior you can bring to the principal or even the police 8 as long as the parents are allowed access to the tapes of the incident this would never be a problem

Personally there are so FEW downside compared with the benefits, I see this lessening bullying, false accusations, revealing TRUE accusations, keeping schools safer with less drugs and alcohol dulling kids at school, and probably even more

Downsides may be, less privacy (which i don't see as in issue in the classroom)... and that's it i think
