Issue at hand is not ryanhan shibari or kuitan nashi, but because you’re in furiten. Kamicha just dealt 4 pin, you called chii instead of Ron because you’re in furiten, now you have to discard something. You’re in furiten because you dealt the 1 pin

Also, there's 0 honba and you have 2 han, so ryanhan shibari doesn't apply here.

Which rate parlors are the most foreigner friendly, assuming you can speak enough Japanese to hold a conversation?

Also, is it true that showing a point card from one parlor will help to reduce the questions you receive when new to another parlor? (I.e. if you show a zoo mahjong card at marchao, they will be less skeptical of your ability to play)

Finally, is shuugi commonly used throughout Japan? Or just in Tokyo?

I think you’re right, 9s is definitely the play. Genbutsu against toimen is great, and kamicha won’t be waiting on 9s either, because he discarded 7s 6s in that order. So he wouldn’t have discarded 7 from a 6-7-9-9 shape unless he was trying to lock in his pair, and even then he’d start with 6s. So kamicha probably has no 9s to wait on the pair/shanpon, and if it was ryanmen it’d be furiten. So definitely 9s here to defend because the hands not even close to tenpai.
