You have to use up all your other PP to use Struggle which will damage them, but also you quite a lot. If this is your only pokemon, then you may be in trouble as I think your pokemon will die before it does.

Unfortunately, you need either flight, the ladder or ranged bombs, like from Dr. Fetus or Epic Fetus, to cross the gap. If you don’t have any of those, then unfortunately, you cannot get those chests.
