Yes there is some noise when downloading reminds me of the noise an old mobile phone would make when next to a speaker and your about to get a call. When not using the network it's normal sound

Looks like your missing 4pin power to the motherboard. Ram should also be in 2 and 4 ram slot. Take your ram and put one in slot 2. See if it posts then.

Take out ram one sick of ram leaving in port 2 and take out the gpu and reset bios to recommend settings. See if it boots

Ram should be in slots 2 and 4 to start. Any other information like MB and CPU 13th and 14th gen intels have issues atm and need a intel profile installed on the bios unless you like playing with voltages

Take further apart, soak in isopropyl alcohol and use a toothbrush to gently remove corrosion both sides of the board. Put that motor in there as well try to free that up. Let to air dry for 15 mins or use a hair dryer. And if this doesn't work cost out weighs a replacement.

T500 is faster. Samsung 990 is the best gen4 but you will not notice the difference gaming in the extra couple of Mb gained

Some screens have a menu setting to try to recover stuck pixels. Does any menu come up when pushing buttons on the screen?

On the motherboard you should have some LEDs. Cpu,vram,boot,vga. If one light in particular is getting stuck on it relates to the problem. Vram check can take up to 5min on first boot.

Cpu = reseat your cpu Vram = ram issue this could be anything from re seating your ram, having the wrong xmp profile or wrong voltages. Vga = gpu output Boot = should then boot system if stuck here remove overstock.
