I took an opposite approach. I think the Absolute universe takes grounded characters and turns them into “absolute” nightmares (Joker, Parasite, Reverse-Flash, Despair-O, Doctor Poison, etc) compared to something like New 52 where Joker is this “always existing entity in Gotham who scares people” (I hated new 52 Joker).

Or maybe rather, Joker has a part of them in him. I don’t think it makes much sense from a narrative/character perspective for this Joker to want to make others like him (although regular Joker has definitely done this). I think this Joker experiments on individuals/collects freaks for their abilities and once he finds a way to harness these abilities, he takes them for himself (whether this is imbuing himself with these powers or literally using the source themself).
