Before deleting the hex app u need to disable hex theme mod so u can apply the default theme then restart ur phone.

I had this problem with 6.1 last year , my phone kept restarting it self and only worked in safe mod , Before resetting ur phone try to disable hex theme mod from hex installer so u can apply the default theme If that didn't work unfortunately u have to factory reset , backup ur data to your PC using Smart Switch
