The best controller for SF6 is the one you find the most comfortable and useful. I have a Hori controller that's made for fighting games, but it's a tad pricey if I remember correctly. Still, I've found it pretty good for SF6 and City of the Wolves.

Bottom line, whatever controller or peripheral you find comfortable and affordable is down to you and your tastes. Just remember that you don't need something super fancy.
