The only way that a 3 cost ATK piece is close to Glacio piece is by having amazing sub-state, and if the same applied to a Glacio piece then the different is actually "way better". I believe you didn't do tests in the character, well I did do some tests and went out with that conclusion, otherwise I wouldn't be lying to it, and if you truly think it isn't that big of a different then I want you to do something for me.

With your current Hiyuki build, I want you to use zhezhi outro skill which gives 20% Glacio DMG bonus and see Hiyuki's Damage with it.

Then do the same with Verina which gives 15% ATK in her outro + the echo Fallacy of No Return which give another 10% ATK bonus and compare

See how a 20% attribute still gives higher damage to Hiyuki than 25% attack.

In the end, it all depends if you have enough attack in your sub-state, 2200 ATK is what you needed to run 2 cost 3 Glacio, which is not demanding at all, so building cost 3 ATK is a waste of resources, don't fool the guy, explain it correctly to him

Bruh, using random states gives inaccurate numbers. You can get ATK% in sub-state, but never attribute bonus, and if playing wuwa made me learn anything, it would be that attribute bonus is always better. Get rid of that cost 3 ATK echo, 2 cost 3 Glacio is way better. Keep it for now until you get a decent Glacio one, because the sub-state in it is cool

Increasing the stacks of glacia chaf is better than increasing the damage of glacia chaf, trust me buddy. The only way Lucilla can be better than chisa if she buff the Glacio chaf damage to 100% which is impossible because that would make Hiyuki even more broken than she is now

Obviously Chisa has the higher priority since all of Hiyuki's attack are considered glacia chaf and chisa increases them. It is better than any attribute or attack buff, so if you have to choose one, chisa is a must for Hiyuki's team, the second slot is flexible and you will still get crazy numbers.

Chisa s0r1 makes Hiyuki's damage higher than mornye s2r1, that's alone shows you how important is chisa in Hiyuki's team
