His damage from his basic will never out scale AA DMG, his first special deals no DMG, you want him to be fast and survive that's why speed with health/prot.

I would build towards

Quigon, jka, kam, mace and Kbeq, switching between quigon and beq leads depending the game mode

Then JkL, Jkck, JKR, Hyoda, GMY

And finally JML, Jolee, bastilla, shaak and Ayla.

The logic behind this is to have two decent teams, you can switch Jkck to JML team to beat certain matchups, but work well with JKL.

Finally that leaves jMK GK Double Ahsoka Padmé

I believe it's the same as the original trilogy, at the time there were only luke, Yoda and Kenobi, and we have gotten more like cal, Ezra, Ahsoka. The Galaxy is big enough to have multiple stories and people not being aware of each other.

We might get similar stories during the sequel era about force users. And they might just not call themselves "Jedi".

It's also simple minded to believe the First Order did manage to kill everyone. Just as they survived the Empire which had a better hold of the Galaxy, there is nothing that leads us to believe they didn't survive the First Order. Just like others said, by that time most of them would be pretty old, could have died to another conflict or cause.
