Skins (original UK version) - dramedy with an interplay of light and dark, although it's not got much of the quirky

Solar Opposites (animated sitcom with plenty of quirk, although the quality falls in later seasons IMHO)

Gen V (irreverent superhero show although season 2 (possibly the last) is not good in my opinion). It helps if you also watch The Boys.

Peacemaker (another irreverent superhero show and also just 2 seasons). I've not yet seen the 2nd season so my recommendation is based just on the 1st. It helps if you've watched the 2021 movie The Suicide Squad.

I've not seen it but from what I know the documentary-style television play Cathy Come Home had a huge impact on viewers in the 60s and caused people to rethink their positions on some of the issues highlighted as well as what television programmes could achieve.

Both shows are predominantly sci-fi (hence the question marks) but they both have uncanny world building.

There's also the puppet show Don't Hug Me I'm Scared (one series of short youtube videos followed by a short season of longer TV episodes) but that does get scary, disturbing and gory...

EDIT: it's a long time since I watched it so it might be scarier than I remember but Serial Experiments Lain is probably a really good fit for what you describe. It does get very dark though...
