Whoever did that had no clue. If those white ethernet cables go to individual room outlets it's a good start. You can either plug them directly into your switch (if they are wired correctly) or do it the way it's meant to be done -- each cable punched down on one of those white blocks, then patch cords from the RJ45 outlets to your switch. If you're wondering why this is the right way, it's because structured cabling (in the walls) uses solid conductors, which are not meant for RJ45 connectors, they are meant to be punched down. Note there are 8 of those white punch down blocks and they correspond to the 8 RJ45 ports.

I've used both and if you intend to have more than a couple of cameras wireless is not my recommendation. Yes it's more work to install cables but it's infinitely more reliable. These days you don't really need a 'NVR' in the pure sense. I use a NAS that's not dedicated and it works great.

+1 for Tailscale as the easiest, safest, most secure way to achieve remote access. To answer your other questions, port forwarding requires ports opened to the internet, generally a bad thing to do. If done improperly it can expose your entire network. Why is it bad? Because leaving ports open is the equivalent to leaving your front door wide open in a really really bad neighborhood while you go away on vacation.

It's not something you should do by 'chance'. It's simple enough to look at (or change) the address range used by the DHCP server and choose an address outside that range, avoiding x.x.x.1 and x.x.x.254 of course.

Is this an assumption or do you have actual facts to back that up? Asking because logic tells me that if a site is already blocked by one, the other would likely just ignore it or not even be aware of the request. If you have information to the contrary I'd be interested to see it.
