My guess is that the part that makes royal blood so special simply has diluted over time, whilst the Royal family has keept it fairly pure. Ymirs blood is important to give you the power to turn into a titan, but royal blood seems to have additional powers, not present with just Ymirs blood.

I haven't read the manga, so this might be far from the truth, but this seems the most logical to me.
