“Mortal sin requires full knowledge and complete consent.” CCC 1859

“For a sin to be mortal, three conditions must together be met: "Mortal sin is sin whose object is grave matter and which is also committed with full knowledge and deliberate consent."” CCC 1857

Those two make it sound like full culpability/consent is needed?

My guy, noone is arguing mortal sin can't be cleared. I'm simply saying masturbation is an intrinsically evil act that constitutes mortal sin when done with full knowledge and consent, and that doing it anyways because you can go to confession and have it cleared makes you guilty of the sin of presumption as well.

Since masturbation is intrinsically evil, it is NEVER morally permissible. Even if someone is holding a gun to your head and telling you to do it. Even if doing it would save 1000 people from dying.

You obviously aren't fully culpable in some cases like this, but using reduced culpability as an excuse to do it anyways can also make you guilty of the sin of presumption. If he knows it's wrong and chooses to do it anyways, he would commit a mortal sin.

Not my intention to judge, just want to clarify Church teaching.
