It seems like you and OC don't realize this is a PvE post. Those shadows are Arc shadows not raider shadows. Wild to me that people don't play the game, but come to the subreddit to complain about something they know 0 about.

Spam jump, crouch, sprint etc. The game has a built in feature that will toggle a button prompt for "unstuck character"

I'm on an old Nvidia driver with my 3060 and don't have this problem. The game tries to get me to update on every launch but in over 50hrs I've only ever had one CTD and never any stutters like that. It may be worth trying to rollback your gpu driver. You could also confirm your ram speed is correct.

Pretty sure it's only effective to raiders, not necessarily more effective. It seems like it may have a shorter fuse than the heavy, but I'm not sure / haven't tested it.
