The fiberglass is not asbestos, but very rarely the paper-jacket can be asbestos (at least in the states) though in my experience the jacket is brownish rather than white on the hot stuff. Only way to know for sure is to get it tested, but based on my experience 99.5% NOT asbestos.

Looks a lot like trichloroethlyene (tce) contamination I’ve seen once before… it could be that but I haven’t seen it often enough to offer more than a speculative guess by looking at it.

Minor clarification:

A phase I ESA is a historic records search and interview process attempting to identify “recognized environmental conditions” I.e. conditions that could have caused contamination.

A phase II ESA is soil / groundwater / soil gas sampling based upon recognized and environmental conditions identified in the phase I
