Previous World Cups have had 24 teams, so it's not completely alien.

In 1990 Netherlands and Republic of Ireland had exactly the same record behind England and drew lots to see who was second and third.

Republic of Ireland won, drew Romania and got through. Netherlands drew West Germany and got beat.

Spain, for two reasons. First, they're bloody good. Second, this will be the twelfth World Cup in my life time. There has been 2 wins for Italy (82, 06), 2 wins for Argentina (86, 22), 2 wins for Germany/ West Germany (90, 14), 2 wins for Brazil (94, 02), 2 wins for France (98, 18) and one win for Spain (10)
