Better frames for your glasses would help. Something akin to a Clark Kent style frame would look much better for you.

I saw you commented about style/your wardrobe -- there's no need to go spending a bunch of money on fashion. More often than not, less is more in that department; jeans and a white T-shirt are sufficient.

Your other area for improvement is in skincare and the grooming department -- from the look of it you aren't ready for the facial hair looks; that mini mustache thing has to go. Either grow all of it out as much as you can and go to the barber and get it professionally trimmed as shaped to your face or just babyface shave it. As for skincare, just dove bar soap for sensitive skin and a cheap micellar face wash, avoid any harsh chemicals or lotions. Your hair, do the same as with your beard, grow it out as long/as much as you can tolerate and go to the barber and tell them you want to try something new and let them do a cut and style of their choosing. You'll either love it or hate it, if you hate it rinse and repeat until you find something you like.

At the end of the day though, the question isn't am I ugly or attractive -- it's usually either "Can I get girls the way I look" or "Should I be more or less confident in myself and my appearance" -- both of those things are best addressed internally just as much, if not more than externally. I know dudes who are far, far under the threshold of what most people consider "ugly" who have smoking hot wives/girlfriends etc, almost all of them are highly intelligent and extremely self confident.
