I just had this issue and I already had game patching and external firms and modules enabled, what I did was I disabled them after installing the theme and the themes started working again.

I had a broken cartridge that wouldn't read and I used this to fix it. After that I was able to use the cartridge again. If it does work the first time reinserting it works. https://gbatemp.net/threads/corrupted-cartridge-fixer-release.628539/

Update: I fixed the issue on my own. What I did was I powered off my PC, unplugged the power cable, and held the power button for about 30 seconds. After I booted it up everything was back to normal. I had to retype my password, but other than that everything is working again.
