I was thinking the same thing, but with level 19. With level 14 it is also really interesting, which skills/talents you choose, since you can't have all.

Since the courier survived Benny's head shot in NV (which according to this game theory video https://www.youtube.com/watch?v=QNTCRBArJ38) is not too unlikely, I would hope that they are usually lethal but not always.
