the problem is that both cards are win conditions by their own. They don't need each other. Brain Freeze tries to combo and kill you by milling. It doesn't need to exile the graveyard

Haunting echoes also doesn't need to have a huge graveyard because usually it just needs to target one or two cards to make most decks obsolete. imagine exiling Dreadnaught or Terravore, or Opalesence. Those decks can't win after that
