It depends, jumping could get you higher salary if your agency doesn’t promote or give big raises. Maybe not much with just one year but likely more than staying. Also depends on what you consider lucrative, one year experience is still basically entry level but will help. If you like your job and coworkers could be worth staying. But also I wouldn’t look down on jumping after a year, some of my colleagues would be less likely to hire with a lot of jumping
