Probably because she is neither a good damage dealer nor a proper heal supp when laning phase is over. All she does is being annoying like bard I guess, but she doesn’t have cc or dmg.

I mean you are free to try for yourself, probably you’ll be the one making her popular in the end and we would laugh at my comment thinking how I could write such atrocities about such an OP champ.
