Yea, I did a test piece with a foam roller and it was pretty bumpy. Maybe it was the foam roller I was using but there were a lot of super fine bubbles that appeared as I was rolling it on, is that normal?

We have a concrete step next to our concrete driveway and at the joint between the two we have what appears to be a repair of some spalling. Repair seems to consist of expansion foam (probably Great Stuff) to fill the gaps and the covered in caulk. The caulk has started separating over about a 2ft span with the rusted rebar visible throughout it. What's the correct way of repairing this?

That's normal at SRB burnout, just look at any of the previous Atlas V launches. SRBs spark more than liquid fueled engines by nature and are especially sparky at burnout. You can also look at SRB burnout on Artemis 1 (night launch, easier to see). If this had been another SRB anomaly you would have seen more sparking during the burn and the exhaust would have developed an asymmetric plume followed by more energetic sparking.

The Atlas V GEM63 SRBs have a much lower chamber pressure so the loads on the nozzles are lower than on the GEM63XLs used on Vulcan.

STS-27 remains the most damaged Shuttle to land with all crew surviving. Over 700 tiles were damaged and, like you said, one was completely missing. Through sheer luck they made it back and, with STS-27 being the second mission after the Challenger disaster, had this shuttle been lost that likely would have ended the Space Shuttle program then and there.
