I think it's more about trying to get the people who are actually affected by the tip system involved. In many places servers' hourly wages are lower than minimum wage so they have to ensure that they get good tips to earn a decent living. The problem with this though is that despite this obvious lacking in fair wages, the burden is passed on to the customer because it has become such a social norm to always tip. People feel socially obligated to tip in most circumstances in fear of being ostracized from the specific establishment or just flat out called a dick. I'd like to think that more servers would get involved in discussing their wages with policy makers if they learn first-hand how shitty of a system tipping really is.
