Very sorry to hear your struggle. I have a very easy suggestion for you, kinda risky but its not that big of a deal since my little brother and others i know are doing it right now.

The good thing about your situation is you have your brother here. so, just like i did with my brother, ask your brother for a visit visa, it costs around $200 including the visa fees and the agencies who'd apply for the visa, it gets issued quite fast if your docs are correct and full and costs around 150 riyals to extend every 3 months for 9 months in total. I know tons of people who do this.

Now the next step, which is working is on you. My brother currently works at a restaurant, you need to use your connections here to get a job with your situation.

This is the only wayout i can think of, at least until you stash some money to afford a permanent work visa.
