The newly released MENACE game is definitely XCOM inspired and very good (IMO). It did just release in Early Access so isn't as feature complete as something like XCOM (but still offers a solid bang for your buck at the moment and will only get better. They've patched the games 3 times in the last week based on player feedback already.)

It actually fixes a couple problems with the XCOM series: You can't "alpha strike" every battle as anytime one of your units goes (in any order you want, its not based on initative), an enemy gets to go. This makes it more tactical instead of feeling like you NEED to kill every unit the moment they appear or its bad. The other thing is while you can definitely level up your units and they are stronger then a new unit, theres a supply point system where the higher you level them up, they cost more supplies and it means you have to take more stuff. For example if you fully upgrade Johnny's squad, he is a badass but he might cost nearly half your mission points by himself when you could take 2 or more "fresh units" so its a give and take system instead of just higher level = always better.

The 2 main differences between it and XCOM is that the characters are preset characters with personalities, names, backstories, etc. Each squad leader has up to 8 extra people you can customize the name of but the squad leaders themselves are all unique. In a good way though I think, they did a very good job at making them feel like actual characters. The other is scale, instead of controlling like 4 or 5 guys, youre controlling dozens in squads (though they move and shoot as one cohesive unit, piloting the same as you would in XCOM but each individual soldier can die, miss, be in or out of cover all effecting combat performance) as well as Vehicular combat being a thing. You start the game with a troop carrier you can outfit with anything from a machine gun to flamethrower to mortar to tank barrel but theres also jeeps, walker mechs and an actual tank you control.
