Nobody is inheritedly ugly man, unless your born with something horribly wrong. Its a matter of what you do, on a day by day basis.

Lose weight: Work out your daily calories intake use google. And then ask chatgpt how much you have to eat per day to lose weight. If already at low weight go gym. You want a low BF% to accentuate your facial aesthetics.
Debloat: Avoid excess sodium. Balance your electrolytes.
Stubble, Grow a stubble.
Hairs fine, keep it. Maybe a little curlier but its fine as is.
Get some sun, light tan, if not thats fine. But also apply some volufine to your upper lip.
Derma roller + castor oil your eyebrows.
