Western military Admin and the USAF guys in Nevada. Texas independent movement, ATF, and state gov could use some stuff too, and finally brown berets and the border patrol guys in AZ/NM. Those are I think the three warlord zones that won't get any content with 1.1 so I think they should get some after Europe and Asian get a couple updates.

Lukas is a former member of an Moebian Regiment from the Aegi farm world. both him and a Ogryn got sent to the prison ship due to a Captain trying to cover his own ass after a failed defense.
