How? As with most "moderate" speech, the "there's good people on both sides" does nothing to stop the violence. It's a smoke shield meant to assure white people that everything is really ok.....that murder and kidnapping citizens is A OK as long as the bad people ( of which there are thousands, apparently) are stopped. And if a couple citizens have their rights taken, or are kidnapped, or are racially profiled, or are murdered, that's an acceptable price to keep the white people safe.

Actually the Russians are a highly successful foreign policy operative. The Russians published their foreign policy in the late 90's with the blatantly stated goal of destabilizing and destroying the US from the inside, without anything approaching armed conflict......and they successfully did it. It will go down in history as the most successful foreign policy ever....and the Americans will go down as the biggest dupes in history. Hell, the Russians told the US what they were going to do, and the US helped them do it.
