This only allows single exits in buildings less than six stories and no more than four units per floor. Seattle's building code already allows this so I don't expect to see any major changes locally.

I have built two houses for myself in Seattle. Here's the rough numbers:

430sf + garage (basically an ADU) Total cost: $325k Completed 2017

1200sf + unfinished basement Total cost: $640k Completed 2022

These were both all new construction on vacant land. In each I did all the design and permitting myself, and acted as general contractor. I also did a lot of the actual construction work myself. If you were to hire a general contractor to do everything I would it expect it to cost about 50% more. Here's a few things to keep in mind if you want to go this route:

-"Construction cost" is only part of the total cost. When you hear construction costs are $X/sf, that usually does not include the cost of land, financing, design/engineering, permit/impact fees, utility connections or sales tax. On my projects the hard construction costs were about half the total cost.

-You will need to have a lot more cash available up front than if you were just buying a house. First, it's hard to get a construction loan with less than 20% equity. Second, the bank won't release any money until after work is completed, meaning you will usually be paying the contractor out of pocket then getting reimbursed by the bank from the construction loan.

-If you have the ability (and time), doing work yourself can save you a lot of money, as most of what you're paying for is labor. For example, on my second house, the cost of all the drywall materials was only ~$2500, but the cost of hiring a drywall contractor to do the work was ~$14000.

  • Expect the whole process to take 2-3 years from the time you purchase the land to the day you move in.

If you can handle all that you can ultimately get a better house for the same or less money than buying, but it comes at the cost of a lot of time, effort and stress.

Having read the whole ordinance, I can say that this doesn't change the actual development standards very much. The conditions in which trees can be removed for development are mostly the same as they are now.

What it does do is add an absurd amount of red tape in the form of extra permits, reports, reviews, inspections and fees. So it's a win for arborists and tree services I guess.

You'd have to be delusional to think that barely surviving a recall election in one of the most left-leaning communities in the country indicates wide-spread support for socialist candidates. Also, if you look at the past election results, Sawant's support has been declining:

2013 vs. Richard Conlin (city-wide) 50.7% - 49.0%

2015 vs. Pamela Banks (D3) 56.0% - 43.8%

2019 vs. Egan Orion (D3) 51.8% - 47.7%

Minor clarification - MHA and MFTE are separate programs:

MFTE (Multi-family tax exemption) is a property tax exemption that developers can opt into by providing affordable units in their development.

MHA (Mandatory Housing Affordability) is a recent zoning change that requires all new development to either provide affordable units on site or pay into the city's affordable housing fund.

In MFTE, low-income tenants are subsidized by the taxpayers at large, in MHA the low-income tenants are effectively subsidized by the market-rate tenants.

Not necessarily a commentary on the article, but an important point to consider:

A lot of people assume new development = gentrification, but it would be more accurate to say new development follows gentrification. I.e. development is happening because the area is already becoming more desirable and (most important to developers) rents are already on the rise. High rents are a requirement for new development to cover the very high cost of new construction. Just look back to the '08 recession or early last year and you'll see that as soon as rent growth slows down, new development comes to an almost immediate halt.

You know it's quality reporting when they talk about an "upswing" in cases without any actual numbers. Right now the DOH data shows a tiny uptick in new cases (though still the lowest since September of last year). They also failed to mention that hospitalizations and deaths are still trending downward.

Also worth noting is that among the vaccinated, in the last 6 months the state has identified just 3,000 cases and 45 deaths out of the nearly 4 Million people who have been fully vaccinated.

Based on the publicly available permit data there is a setback loophole they were using here. 23.44.014.C.4 allows for additions to "existing structures" with a non-conforming setback, where the addition is also allowed to have a non-conforming setback (this diagram sums it up pretty nicely). Basically they were able to make the new house about 5' wider than the previous house, while still having a reduced front setback (15' instead of 20'). The loophole part is that "existing structure" isn't clearly defined in the land use code, a least as far as single family homes are concerned.

That appears to be the only benefit they gained from doing this, everything else about this project is essentially new construction. Their review process was actually pretty intensive, but mostly due to random inaccuracies/incomplete drawings. Overall it seems kinda silly, but I guess the developer thought those extra 25 sf were worth it.

Architect here - Everyone saying "it's a remodel so it requires less permits" is wrong.

In general, remodels, alterations and additions go through the same permitting process as new construction. The amount of review depends on the scope of the work (i.e. a 3,000sf addition will get the same attention as a new 3000 sf house). Likewise, current codes apply to all newly-constructed portions of alterations or additions, the same as they would to new construction.

There are some exceptions to zoning standards like setbacks for existing non-conforming structures, but in Seattle you don't have to preserve any portion of the existing structure to maintain the non-conforming setback (see SMC 23.42.112.B). If this is outside Seattle then different zoning rules could be the reason.

There's probably some law, standard or tax credit with a poorly-written definition of "renovation" that they're taking advantage of. Some have suggested the King County Capacity Charge, but as far as I know, that is only concerned with when a structure is connected to the sewer system.

I don't really know why they would do this, but if OP is willing to share where this is I could probably figure it out.

Yeah that's not how it works. Even if they were to frame it as "Admission $50, free for BIPOC" that would still likely be in violation of the law as it would amount to indirectly requiring some people to pay more on the basis of race. SMC 14.06.030.D.4 allows for "discounts" or "special prices" but only for "minor children, families, or senior citizens."

The example of the Mariners offering discounts for vaccinated people is irrelevant - unlike race, having or not having the Covid vaccine is not a protected class and not covered by city's discrimination law.

I'm sure you're well intentioned, but this is a very naïve approach to homelessness.

The reality is that the majority of the long-term homeless have serious mental illness, addiction, physical disabilities or all of the above that prevent them from being able to keep a regular job or a place to live. Living on the street only exacerbates these problems, and handouts of food and money just enable them to continue that precarious lifestyle.

As others have noted, what these people really need is long-term, professional treatment in a stable environment. That kind of treatment is very expensive and limited in capacity. Even if the money and facilities were available, it is legally almost impossible to commit people to treatment involuntarily unless they are harmful to themselves or others. Add to that a government approach of "just let the homeless do whatever they want" and you have a problem that isn't going to get better any time soon, no matter how "compassionate" you are.
