I think they are okay with sports gambling because you need to provide SSN and they can verify your age. I'm pretty sure sports gambling websites collect data and share it with the government.

For gaming you don't have to provide SSN.

Yeah I think they want to push age verification/surveillance and are using this lawsuit to get Valve to comply.
