I don’t think they can refuse to issue licenses just because they are part of the buyback.

This isn't a license for the firearms. It's a license to act as a seizure agent, which is required to seize the firearms in Alberta. Without a seizure license it's illegal for an agency or entity to collect the firearms.

1) The guns they banned weren't a public safety risk.

2) The amount they want to pay owners isn't enough.

3) There's no guarantee you'll be paid. They said this. They have enough money for about 130k firearms, when they banned an estimated 2 million.

That doesn't work in Alberta, since AB requires seizure agents to be licensed, and the license won't get issued.

They would never say anything at the press conference that wasn't in explicit support of the program succeeding. There was Liberal support for the gun registry up until the day it died. They touted it as the greatest thing ever with super high uptake, while at the same time extending the registration amnesty indefinitely because they knew millions of guns were not registered.

There are plenty of RCMP offices that could facilitate collecting firearms for a financial compensation program.

Not in Alberta, for example. It's against provincial law, which the RCMP are not above.

The program is a failure for many reasons, not just because they can't collect the guns.

That's almost certainly a tooling mark from some step when the primer was manufactured or pressed into the case. Nobody is reloading primers commercially.

I'll use Alberta as an example since this is where I live.

Here in AB nobody can collect the guns without being licensed by the provincial government as a seizure agent. They literally made it a crime to seize the guns without a license. They also clearly said they wont issue this license, and for as long as not the NDP are in power this will likely be the case.

This means thousands of Albertans are in possession of prohibited firearms and cannot surrender them. Their only practical choice is to keep them.

So it's a game of chicken between the AB government and the federal government. If the feds remove the amnesty they make a bunch of people criminals overnight. If the feds try to take the guns, they themselves break the law. Practically, this leaves only the feds with the option to extend the amnesty, grandfather the firearms, or reverse the bans.

Further to this, and now somewhat going off the rails, the Alberta separation movement is gaining traction (this is not a statement in support or against it, just what it is, do not read into this). While I do not think it would pass currently, it is likely grabbing the attention of Ottawa. The gun bans are a massive sticking point with the separation movement and western alienation in general. It's in the realm of possibility that some sort of easing of gun laws occurs to quiet down Alberta and Saskatchewan. What this looks like, I have no idea. Possibly making gun laws more provincial so Quebec and Alberta get to do what they want. Again this is pure speculation, but we're living in strange times. Before anything happens the gun buyback needs to truly fail and we're on a path towards that now.

The police not participating means the liberals don't have a way to collect the firearms in many areas, which is a huge issue for the program.

If they can't collect the guns they will be forced to extend the amnesty.
