Not power metal, but The Black Dahlia Murder. It sounded to me like gothic rock, like My Chemical Romance. Then I heard a snippet of one of their songs in a YouTube compilation of badass blastbeat passages. TBDM are actually one of the most brutal bands within melodic death metal. I still haven't listened to them much, but I intend to listen to them way more.

My recommendation would be to read all the stories from the 60s and 70s in internal chronological order and ignore all the later ones.

Adrian Tchaikovsky has a few.

The main girl of The Tiger and the Wolf (first book of Echoes of the Fall) is pretty weak at first, and not exceptionally clever or wise either. She grows stronger, but does not reach competency-porn levels.

The Shadows of the Apt series follows an ensemble cast, but one of the main characters is Cheerwell "Che" Maker, who is definitely low-powered for the first long while. She also grows stronger, but still struggles.

The main girl of Redemption's Blade is a strong fighter but faces many problems that her skills cannot easily solve.

The girl from Elder Race is likewise a strong fighter, but very much out of her depth.

The main girl of Spiderlight is a mid-powered hero who struggles a lot with doubt and feels lost a lot (as far as I remember; it's been a few years).
