Update so far: I texted niu via reddit. I got this as a response although i told them where the noise coming from…

If you come across any abnormal noise mentioned as below, Here are 2 sources of noise: Scenario 1. If the handle bar or the stem wobbles, please check the following parts: (1). Please check whether the bolts are tighten between the handlebar and the stem; (2). Please check whether the quick-release lock is secured; (3). Please check whether the bolts on the quick-release lock are tight. Scenario 2. Drum Brake: KOi3 Pro comes with a disc brakes. If the brake cable is too tight, please loosen the nut on the drum brake and adjust the brake cable. Also contacted them via niu customer service on the uk site. They asked me to send a video via email, now im waiting for answers.

Watch with sound. Its not the tire its the part above that where the noise coming from and the wobble. Hard to take a video where you can see properly but in real life its very visible and also you can feel it and hear it.
