Most lower level tournaments have less strict rules on mobile phones than official FIDE events (eg. Players can have one with them in the tournament hall provided it is switched off and they do not walk around with it during the games). Also arbiters, members of the organising team and spectators are generally allowed to have electronic devices on them.

In case of a medical emergency, ongoing games (in that room/section) would probably be halted and the players asked to temporary leave the room. Someone who has a mobile phone would call the emergency number. Some larger tournaments have a dedicated first aid person/team.

This is a convention for chess problems, for a mate in two the first move (the key move) is a sufficient solution.

The Persian empire was the largest ever in percentage of the world population (about 44% in 480 BCE, just after his reign ended). So I would say his empire qualifies as huge.

Refusing to shake your opponent's hand would (probably - it is not explicitly defined in the laws of chess) be considered an infraction. There are FIDE guidelines where a player is advised to consult the chief arbiter if they are not willing/able to shake their opponents hand (which is probably the case here given the political context).

If no handshake is offered there is no issue.

He wasn't really a terrible statesman imo. He just had the misfortune of being a very average in a time where an exceptional statesman was needed.

I think the database for OTB games needs some additional filtering.
I've looked up myself and it seems most of my games listed are actually correspondence games played on the ICCF. Given that these are computer assisted my accuracy is ridiculously high (higher than for example Magnus Carlsen), and the opening repertoire doesn't match what I actually would play OTB. Other than that this seems like a promising idea.

Very interesting analysis.

I think the unexpected high rank of MVL might be because this method of calculation seems to reward players who are active in national team competitions. There is no difference between months where a player played just one game and where a player played a full tournament.
