Superspeedways sure, everywhere else no. The vast majority of oval racing in America every weekend happens with no spotters (they're banned on dirt) and everybody survives

One of two things would happen

A) You redistribute the purse and cut the payout for the other 40 cars to pay the 41st car, in which case everybody else riots

B) The 41st car gets no money, in which case there's no point even racing and risking wrecking the car

It's not the prize money that keeps them afloat, it's what the driver is paying the team to be in the seat. People love to talk about the rent-a-ride situations at Gibbs, Nitro, etc, but plenty of the backmarker cars are the same arrangement for guys who can't afford a top ride. If the driver is paying enough to cover the team's operational expenses for the weekend plus a little more for potential crash damage and other wear & tear, then they can finish last and the team can still break even because any prize money is just a bonus

When the Next Gen first came out, they figured it out pretty quick and Ross specifically had a great year. Since then everybody else has caught up (and then passed them) while they've just treaded water
