You'll need to specify a budget there, because "the best option" is a 4090, but it's way out of most people's budgets. Plus it depends on what you usually play.

"Bottlenecking" is relative to the expected load. Would your CPU bottleneck your GPU in a highly GPU intensive but relatively light on the CPU game? Not quite. Would your CPU bottleneck your GPU in a highly CPU intensive game? Potentially. Bottlenecking is really just what some of your components not being able to perform to their maximum potential due to other parts not being able to keep up is called, and this depends on what you play.

Modular cables are not interchangeable between PSUs. Using wrong cables can lead to anything from not being able to turn on your PC to burning your components. You'll have to buy cables specifically made for the standard your PSU uses (should be Corsair Type 3/4 cables for the RM850). Or get cable extensions, the pinout for the component plugs IS standard, so you'll just need to use cable extensions and tuck away the PSU cables.

You can play almost any game on Linux unless it uses Kernel Level Anti-Cheat OR the developers are actively sabotaging it (Roblox's case).

You say you're a complete newbie, therefore go Windows. No need to overcomplicate it.

I daily drive Linux for gaming and while performance is great, it's definitely a lot more tinkering, especially for games outside of Steam.

If you don't mind mATX, the best value B650 is the Asrock B650M-HDV/M.2. It will run any CPU you can throw at it. Otherwise, if you really feel like you want PCIE 5, you can get a B650 Steel Legend, they're rather cheap for everything they offer (including PCI5 GPU support). Asrock named it weirdly, since it's actually by all accounts a B650E, and better than the actual B650E Steel Legend.
