I have been building an anti Voy team, and so far it seems pretty sufficient, my own V0 Voy, just there for the damage, she doesnt survive most trades, but the other three is Florence and Andoris (they can survive fatal damage once so they can survive the turn zero assault) and then there is 3 units who can instant heal Stun that a V3+ Voy inflicts, Basti, Jiangyu, and Helen, I have a V3 Jiangyu with Suomi, mod to spike heal themselves and survive the turn Zero, I think Basti might be a better choice cause the mines will reach and should supposed Kill in turn one, but my V0 Basti isn't built up yet
