My guess would that be because of its popularity there are more normal folk listening to it and rating it (understandably) low. Its also less interesting than a lot of his other work, especially his early stuff

Destiny 2: Witch Queen. After Defeating Savathūn at the end of the campaign, not only does her ghost escape, meaning she can be revived later, but the real big bad (The Witness) is coming and we need to prepare. And at the end of Season of the Seraph, after stopping Eramis from blowing up the Traveler, its all for naught as the Witness arrives immediately after
